Biography of Efren S. Dato, MSc Training & HRM
Efren Dato owns and manages the E.D. GLOBAL, LLC, a consulting business firm for economic development, marketing, resource development and training. His main client HSBCC is the management authority of the Hamilton Street Special (Business) Improvement District created out of an ordinance by the Franklin Township Council. He has the certifications for business district management from the state’s New Jersey Department of Community Affairs and Rutgers University’s National Center for Public Performance. He is also the Philippines Channel-7 television reporter (stringer) for the East Coast, USA and the Catholic Radio Veritas.
He has previously worked in the Office of Economic Development of Franklin Township as deputy economic director. In Franklin where he lives, he had served as the District Chaplain of Fire District 3, as commissioner of Sewerage Authority and as chair of the Human Relations Commission. He also worked for United Way of Essex and West Hudson as community director and for Foundation for Minority Interests in Media composed of 31 American media companies. Before coming to the USA, he was the student & communications director of a Philippines catholic diocese, a radio-television anchor with catholic Radio Veritas- Philippines and PTV Channel 4 while serving as presidential consultant-liaison to former Philippines President Fidel Ramos and chaplain-academy lecturer of National Bureau of Investigation.
His education and training include the Master of Science in Training and Human Resource Management from England Leicester University, Pastoral Planning and Research courses at Fordham University, Diploma in Industrial Relations from the University of the Philippines, a B.A. Philosophy and an advanced four-year Theological Studies in the Philippines catholic seminaries. He completed the Leadership Education Program of Harvard University’s JFK School of Government and the Community Policing Courses at Somerset Police Academy.
Though unsuccessful, he won and ran as the official Democratic candidate for Somerset County Sheriff in 2004. He’s an active associate member of Asian Law Enforcement Association of New Jersey and advocate of Franklin Township PBA 154.
He has received the following awards:

Biography of Frank Hasner, E.D. GLOBAL Consultan
Frank Hasner is our expert on local building and development processes. He has over 25 years experience in municipal government. Mr. Hasner has a Bachelor’s Degree in Urban Planning from Rutgers University. He is retired from the Township of Franklin where he was the Director of Economic Development for seven years. In that position Mr. Hasner was a critical member of the Township Planning Board, Business and Industry Advisory Board, and Agricultural Advisory Board. He has been the Vice President and served on the Board of Directors for the Franklin Township Chamber of Commerce for many years. Mr. Hasner also served as both the Zoning/Planning Administrator and on the Planning Board for The Borough of Millstone. He has been and is currently a principal in several land development partnerships. Mr. Hasner is also the Executive Director of a non-profit 501-c(3) corporation the Franklin Township Food Bank.
Biography of Mary Smith, E.D. GLOBAL Consultan
Mary Smith is the Executive Director of the Franklin Township Chamber of Commerce. Enhancing Franklin Township economic growth and advocacy for small businesses has been Mary’s goal since joining in 2008. She has represented the business community on a wide range of critical issues.
Mary has increased the Chamber’s membership by 25% in the last two years and has expanded membership to outside Franklin Township. She has strengthened the Chamber's relationships with officials at all levels of government. This powerful network contributes and supports to build the Chamber into a small business advocating force with expanded influence across the globe.
Mary serves on the Board of Directors of the Hamilton Street Business District.
